City of Bend Considers Code Changes to Allow Two ADUs per Property

BEND, Ore. – Homeowners in Bend could soon have more flexibility to expand housing on their properties, as the city considers changes to its accessory dwelling unit (ADU) code—including a proposal that would allow up to two ADUs on a single property.

Currently, Bend’s municipal code permits just one ADU per property, and only if specific criteria are met. But with growing demand for diverse housing solutions, city officials say the time is right to update the rules.

“So two key recommendations pertaining to accessory dwellings are, one, to allow a second ADU or accessory dwelling unit,” said Kerry Bell, the city’s middle-income housing coordinator. “The other amendment is to allow for accessory kitchens.”

The proposed changes are intended to give homeowners greater flexibility—whether that’s to house extended family members, provide space for caregivers, or even to help meet the city’s workforce housing needs.

Accessory kitchens would not be considered separate dwelling units under the new code, but would offer more options within a primary residence, such as adding kitchen and bathroom amenities in a basement, recreation room, or other space.

“So non-unit producing part of your own home, but you may have to have those second kitchen amenities,” Bell explained. “You might need second bathroom amenities maybe in your rec room or your basement or some other room in your home where you just need those amenities for personal reasons, but you don’t want to create another separate unit.”

The changes are also seen as a way to support intergenerational living, allowing families to stay together while maintaining privacy and independence.

“These provisions also can create additional units or living facilities available to our community for our own workforce,” Bell added.

The recommendations will go before the Bend City Council for a first reading on June 4. If approved, the code amendments could take effect later this year, offering new options to property owners looking to make the most of their space while contributing to the city’s broader housing goals.
