Bend, OR – On August 28 and 30, 2026, the City of Bend Police Department responded to multiple reports of burglaries and vandalism in the area of NE Division Street, NE Ross Road, and NE Third Street.

At approximately 5 a.m. on August 28, officers arrived at High Time Vape and Smoke on NE Division Street after an alarm triggered. A large rock had shattered the front door, and while no suspects were found inside, vape cartridges were missing from a disturbed display.

Two hours later, police investigated an attempted burglary at The Herb Center dispensary, also on NE Division Street. Surveillance footage showed a man throwing a chunk of asphalt at a window and trying to break another. He dropped vape cartridges on the ground before fleeing. The suspect was described as wearing a camouflage hooded sweatshirt, baggy pants, and recognizable Nike shoes.

At 10:52 a.m., officers found five vehicles vandalized near NE Ross Road and Boyd Acres Road. Large lava rocks had broken several windows, though nothing was stolen.

On August 30, at around 7:15 a.m., a burglary was reported at Third Street Beverage on NE Third Street. Several windows were broken, along with damage to an automatic sliding door and the store’s sign. Cigarettes and socks were stolen, with front door damage estimated at $15,000. Surveillance footage showed the same suspect wearing similar clothing at 2:20 a.m.

The suspect was identified as 47-year-old James Thomas Tharp, Jr., a Bend resident. Police found Tharp at an unoccupied home on NE Greeley Avenue, where he had been staying. Officers recovered stolen items including $900 worth of cigarettes, cigarette racks, socks, a hat, and lighters. These were returned to Third Street Beverage.

Tharp was arrested and faces charges including first- and second-degree burglary, theft, and criminal mischief. He has been taken to Deschutes County Jail pending further legal action.
