
REDMOND, Ore. — In a landmark move to address homelessness in Central Oregon, the Deschutes County Board of Commissioners has approved a lease of nearly 10 acres of county-owned land to Mountain View Community Development. The site, located just north of Oasis Village in Redmond, will soon become home to 74 cottage-style housing units, designed to provide permanent supportive housing for individuals transitioning out of homelessness.
The project, set to be completed by April 2026, marks a first for the region. The small homes, ranging in size from 400 to 600 square feet, will be constructed by Hayden Homes. A majority of the units are being reserved for disabled individuals aged 55 and older, with rents set at 30% of each resident’s income.
“There’s nothing like this in the community of Redmond,” said Rick Russell, Executive Director of Mountain View Community Development. “There are very few permanent supportive housing units in our region. We need hundreds more of these, and this is what helps people move out of homelessness and into a permanent place they can call home.”
The village represents a significant step toward addressing the lack of long-term housing solutions for vulnerable populations in Central Oregon. Unlike temporary shelters, the new community aims to offer stability and a sense of belonging through thoughtfully designed, permanent residences.
Infrastructure work on the site is scheduled to begin this winter, with additional fundraising efforts already underway to support the project’s development.
Advocates and local officials alike hope the initiative will serve as a model for future developments across the region, addressing the urgent need for affordable, supportive housing for those most at risk.
