Bend, OR – According to the city officials, the proposed draft aims to enhance transparency and responsiveness to future requirements, ensuring that the parking system can accommodate Bend’s growing population and urban development.
The community is encouraged to review the proposed changes and submit feedback by December 3, 2024. Key updates in the draft code include:
– **Alternative vehicle refueling**: Vehicles parked in spaces designated for alternative vehicle refueling, such as electric vehicle charging, must be actively engaged in refueling.
– **Protrusions and sidewalk obstruction**: Vehicles with protrusions, like RVs with pullouts, will be prohibited from blocking sidewalks or travel lanes.
– **Commercial vehicle parking restrictions**: Commercial vehicles over 26,000 pounds will be prohibited from parking in residential districts between 9:00 p.m. and 7:00 a.m.
– **Parking of non-self-propelled vehicles**: Vehicles or structures not designed for self-propulsion, including trailers, RVs, and snowmobiles, cannot park on streets or off-street facilities unless connected to a vehicle capable of self-propulsion.
– **Parking districts and management plans**: A new process for creating parking districts and specific management plans will be established in areas with demonstrated parking needs.
– **Parking time limit clarification**: The new code will clarify the distance a vehicle must move once a parking time limit is reached outside of parking districts.
– **Parking citation and towing procedures**: Clearer guidelines for handling parking citations, immobilizations, and tows.
The proposed code changes will not affect existing parking districts or the current three-day parking time limits outside of these districts. Additionally, there are no plans to create new parking districts or increase paid parking at this time.
