Madras man arrested on kidnapping and robbery charges

Bend, OR – A 31-year-old Madras man was arrested Thursday on multiple charges, including first-degree kidnapping and robbery, following an incident that began in Madras and ended in Bend.

According to Bend Police, the victim, a 31-year-old Prineville woman, reported that she had been kidnapped and robbed at gunpoint early on October 12. Investigators determined that after being released from the Crook County Jail, the woman drove to Madras to stay with her friend, Coby Michael Powell. After an altercation between Powell and the victim’s boyfriend, Powell allegedly forced the woman into his truck and drove toward Bend to confront the boyfriend.

During the drive, Powell reportedly held a gun to the victim’s head, took her phone, and threatened to shoot her. When they arrived at the boyfriend’s home in Bend, the victim managed to escape from the vehicle and began screaming for help. Powell fled the scene, and the victim sought assistance from a 7-Eleven on NW Galveston Avenue.

On October 16, Bend Police detectives—assisted by the Redmond Police Department and the Central Oregon Emergency Response Team—conducted a traffic stop on Powell after he left his workplace in Redmond. A search warrant was executed on his vehicle and home in Madras, leading to the recovery of firearms connected to the crime.

Powell was arrested and booked into the Deschutes County Jail on charges of first-degree robbery, first-degree kidnapping, menacing, coercion, and unlawful use of a weapon.
