Deschutes County Considers Easier Access to RV Living for Families in Need

BEND, Ore. — The Deschutes County Planning Commission is currently evaluating a proposal that could simplify the process for property owners seeking to house relatives in recreational vehicles (RVs). This potential change would make it easier for families in need of temporary living arrangements, particularly for medical care or elderly relatives.

The proposal, discussed at a public hearing held Thursday, focuses on streamlining the permitting process for “temporary hardship dwellings.” Under current regulations, property owners must apply for a permit to allow a relative to live in an RV or an existing building while they receive medical care or other support. The new rule changes would allow permits to be renewed every two years instead of annually, reducing the administrative burden on property owners.

One of the key changes under consideration is the inclusion of elderly relatives. The proposed adjustments would make it easier for seniors to live on family property, ensuring that families can provide care for aging members without navigating a complicated and frequent renewal process.

Advocates argue that this change could significantly benefit families in rural areas, where access to healthcare or housing can be limited. The proposal is seen as a way to foster multigenerational living arrangements while addressing the growing need for flexible housing options in the community.

The Planning Commission’s review of the measure continues, with officials noting that it would help balance the needs of property owners with local zoning rules and regulations.

As the discussion moves forward, many are watching to see how this measure might shape the future of housing and caregiving in Deschutes County.
